If the objective is to keep information available 
then check out Ross Andersons "eternity service" proposal 
(http://www.cl.cam.ac.uk:80/users/rja14/#Lib)
which outlines a "highly distributed, resilient and anonymous file store.
Once a document is published on it, the courts will simply not be able 
to find and delete all the copies"
