Good question.  That's what Legare seems to claim in his web page.
Of course we KNOW that all 600 congressmen and senators REALLY
voted from their addresses at bwalk.dm.com...

I was cc:'d about 400 votes for David C Lawrence - should I send
them to this mailing list?
