You can almost always find the PGP versions you want, as well as
other crypto, on ftp.pgp.net, which randomly picks a server in
the UK, Sweden, or other non-US locations.  One of the sites it
points to is ftp.ox.ac.uk.
You can often find things at replay.com as well.
