Don't use PRNGs for one time pads. To quote Don Knuth, anyone
using software methods to generate random numbers "is living in
a state of sin."
Knuth quoted John von Neumann:
"Anyone who considers arithmetical methods of producing random digits
is, of course, in a state of sin." (1951)
