Well, I dont know about the IO.COM keyserver, but the keyserver at
pgp-public-keys@pgp.mit.edu
is up and running fine! In fact, I know _most_ of the keyservers
are up and running fine. I wonder why you said "key servers" when
the only one you couldn't talk to was io.com!
